This guide walks the evaluator through each step of evaluating the principal's performance in SuperEval. Follow these steps to collaborate with the principal to align on district goals and objectives, review performance and provide feedback. Let's get started.

Step 1: Principal's Goals and Competency Selection
In this initial step, the principal and the evaluator collaborate to establish annual goals that reflect the school's growth priorities and align with district performance targets.
If you would like to deselect which domains and competencies the Principal is being evaluated on, follow these steps, otherwise, skip to Step 2.b.

Navigate to your Dashboard

Select the the Evaluation dropdown and select the Principal's Evaluation

Click on Principal's Goals and Competency Selection

Navigate to Step 1.b

Use the checkboxes to deselect which domains and competencies you do not want the principal to be evaluated on (each of the four domains must include at least one component, as per the Pennsylvania Department of Education)
- Navigate to Step 1.c
- Use the toggles to adjust the Desired Weight for each domain that the principal is being evaluated on (as mandated by PDE, each domain should be weighted between 10 and 30 percent)
- Use the toggles to adjust the CUT Score Ranges - this table displays the translation of numeric ranges (Earned Points) to their correlating Performance Ratings
- Use the toggles to adjust the desired weight for each Performance Goal

The Desired Weighting for Final Rating table illustrates the state-mandated weighting of each overall portion of the principal evaluation
- The Principal is responsible for marking this step complete and moving the process to step 2
Step 2.a: Principal's Self-Assessment
The principal conducts a self-evaluation, reflecting on their performance and compiling supporting evidence throughout the year while the evaluator does the same.
- No action needed from the evaluator during this step
Step 2.b: Principal Reviewer's Evaluation
The evaluator independently assesses the principal, either from a blank template or by referencing the principal’s self-assessment, while both parties conduct their evaluations simultaneously.
- Navigate to your Dashboard
- Click on Principal Reviewer's Evaluation
- Click on the green plus (+) button to start your evaluation of the principal
- Choose to start your evaluation from a blank form or to have the evaluation automatically pre-populated with the principal's responses
- Assess each individual competency and annual goal
- Provide a Rating
- Submit text evidence in My Feedback and Comments
- Submit tangible evidence (documents, images, websites, etc.) in Supporting Evidence
- Click on (Name of principal) - Reflections and Evidence to view the principal responses
- Once you are ready to submit your evaluation for the principal to review, navigate back to Step 2.b: Review and mark your evaluation as complete by clicking on the check mark
- Click Mark Complete to move onto Step 3 and compile all evaluations
Step 3: Principal's Consolidated Evaluation
SuperEval automatically combines evaluations from the evaluator and principal into a single consolidated document with the principal’s self-assessment, while allowing the evaluator to make necessary changes to the final evaluation.
- Navigate to your Dashboard
- Click on Consolidated Evaluation Data from the Reviewers
- Click View Consolidated Evaluation to edit the consolidated evaluation
- Select Edit to prep and make changes to the consolidated evaluation

Complete the Principal Data section by entering information into the provided fields - these details will be populated on the final 13-2 Rating Form at the end of the evaluation
- Select the applicable Evaluation Type
- Select the applicable Employee Type
- Type or paste the name of the school building the principal is assigned to into the text entry field (if applicable) - You may leave this field blank, type "N/A.", or type multiple school names if they are assigned to more than one building
- The evaluation period (start and end dates) will be pre-populated but you may modify them
- Review the Principal Observation & Practice Rating section which displays the following:
- Rating: Overall score for each domain (combination of your component ratings in Step 2.b)
- Factor: Weighting percentage assigned to each domain (derived from Step1)
- Earned Points: Points calculated according to weighting
- Max Points: Total number of possible points (based on weighting)
- Overall Observation/Evidence Rating: Total points for all domains (this rating factors into 13-2 Form)

Review the Principal Performance Goals Rating section which displays the following:
- Rating: Overall score for each goal (taken from your ratings in Step 2.b)
- Factor: Weighting percentage assigned to each domain (derived from Step 1)
- Earned Points: Points calculated according to weighting
- Max Points: Total number of possible points (based on weighting)
- Total: Total points for all goals (this rating factors into 13-2 Form)
- Under the Building Level Data (BLD) section, select the appropriate answer to the question regarding a Building Level Score (BLS)

NO: This will cause the Observation & Practice Rating to be used as a substitute for the Building Level Data score (accounts for 10% of final principal rating)
- If selected, the Observation and Practice Rating will serve as a substitute in the Summative Rating table and the 13-2 Form. The Observation and Practice Rating will be factored into the final evaluation score by counting as both 70% and 10%
- If selected, the Observation and Practice Rating will serve as a substitute in the Summative Rating table and the 13-2 Form. The Observation and Practice Rating will be factored into the final evaluation score by counting as both 70% and 10%

YES - Enter Building Level Data: This will cause the Building Level Score to count as 10% of the final principal rating

If selected, enter the Building Level Score in the box provided. See PDE's Building Level Score site for a list of available scores. A composite score may be entered if a principal is assigned to more than one building.

NOTE: The BLSs are typically not available until the following school year, meaning this section, and the remainder of the evaluation, cannot be completed until then. The principal may begin working on the following term's evaluation (goals) by clicking the appropriate button at the top of the principal's dashboard.
- The BLS will automatically be converted to the overall rating (0-3) and appears in the Summative Rating table and on the 13-2 Form.

YES - Exercise Transfer Option: This applies to professional employees who transfer from one building to another within their LEA and therefore may use a substitute measure in lieu of Building Level Data for the first two school years of the new location assignment (10% weighting for BLD is reallocated to other rating categories)
- If selected, you and the principal (according to your LEA specifications) will reallocate the 10% BLS weighting for calculating the final performance rating (which should have been discussed in Step 1 prior to administering the evaluation). Make the desired weighting adjustments in the Summative Rating table by reallocating the 10% to the Observation & Practice Rating, Performance Goals Rating, or a combination of both.
- If selected, you and the principal (according to your LEA specifications) will reallocate the 10% BLS weighting for calculating the final performance rating (which should have been discussed in Step 1 prior to administering the evaluation). Make the desired weighting adjustments in the Summative Rating table by reallocating the 10% to the Observation & Practice Rating, Performance Goals Rating, or a combination of both.

NO: This will cause the Observation & Practice Rating to be used as a substitute for the Building Level Data score (accounts for 10% of final principal rating)
- The Principal Summative Rating table displays the data that will be displayed on the 13-2 Form. The percentage that each category is weighted depends on the BLD selection you made above.
- Rating: Overall score for each category (taken from the ratings in the aforementioned tables)
- Factor: Weighting percentage assigned to each category (may change according to BLD selection)
- Earned Points: Points calculated according to weighting
- Max Points: Total number of possible points (based on weighting)

Total: Total evaluation points that translate to a Final Performance Rating (factors into 13-2 Form)
- The Conversion to Performance Rating table illustrates the points ranges for each Performance Rating level and indicates (via blue highlighting) which Performance Rating the principal received based on the Earned Points.
- The principal's Overall Performance Rating will also be displayed at the very bottom of the page. The conversion of this rating to the Final Rating (as per PDE's specifications) will appear below it.
- NOTE: A Needs Improvement performance rating is considered Satisfactory unless the employee received a Needs Improvement rating within the past four years from the same employer for work performed under the same certification area. In this case, the subsequent overall performance rating of Needs Improvement is considered Unsatisfactory and the selection should be changed by clicking Unsatisfactory.
- Return to the Dashboard and click Mark Complete to finalize the proposed evaluation and trigger the principal to review and sign
Step 4: Proposed Evaluation: Final Review and Sign Off
The principal and evaluator conduct a final review, and both parties provide digital signatures to complete the evaluation. The evaluation is stored in a digital archive which can be accessed at any time.
- Navigate to your Dashboard
- Once the principal has signed, click on Proposed Evaluation: Final Review and Sign Off
- Click Sign to electronically sign the evaluation
