Pennsylvania principal evaluations have some unique nuances that differentiate it from other evaluation types. The Proposed Evaluation: Final Review and Sign Off (Step 4) is outlined here.
ROLE: Principal
NAVIGATION PATH: Dashboard > Step 4
Click on Step 4 of the dashboard.
To view the Rating Comparison chart, click Principal Comparison with the Reviewer Consolidated Evaluation Data. To view the Proposed Final Evaluation, click the orange button at the top of the page.
Click Post-Evaluation Reflection and Comments to view any final notes or file attachments your evaluator added.
The Principal Data section displays information specific to you and the current evaluation term, including the Evaluation Type, Employee Type, Evaluation Period, and your School Building (if applicable).
The Principal Observation & Practice Rating section displays the following:
- Rating: Your overall score for each domain (combination of component ratings by the evaluator)
- Factor: Weighting percentage assigned to each domain (derived from Step1)
- Earned Points: Points calculated according to weighting
- Max Points: Total number of possible points (based on weighting)
- Overall Observation/Evidence Rating: Total points for all domains (this rating factors into 13-2 Form)
The Principal Performance Goals Rating section displays the following:
- Rating: Your overall score for each goal (as rated by your evaluator)
- Factor: Weighting percentage assigned to each domain (derived from Step1)
- Earned Points: Points calculated according to weighting
- Max Points: Total number of possible points (based on weighting)
- Total: Total points for all goals (this rating factors into 13-2 Form)
The Building Level Data (BLD) section displays the evaluator's selection that is applicable to your given situation.
- NO: The Observation & Practice Rating has been used as a substitute for the Building Level Data score (accounts for 10% of final principal rating)
- YES - Enter Building Level Data: The Building Level Score counts as 10% of your final rating
- YES - Exercise Transfer Option: A substitute measure has been used in lieu of Building Level Data (10% weighting for BLD was reallocated to other rating categories)
If you have a Building Level Score, it will be shown in the box provided. A composite score may have been entered if you are assigned to more than one building.
The BLS will automatically be converted to the overall rating (0-3) and appears in the Summative Rating table and on the 13-2 Form.
If the Substitute Observation and Practice Rating option was selected, this score serves in place of the Building Level Data in the Summative Rating table and the 13-2 Form. The Observation and Practice Rating has been factored into the final evaluation score by counting as both 70% and 10%.
If the Exercise Transfer Option was selected, the appropriate and agreed upon reallocation of the 10% BLS weighting was distributed for the final performance rating calculation (reallocation should have been discussed in Step 1 prior to administering evaluation). The weighting adjustments are reflected in the Summative Rating table.
The Principal Summative Rating table displays the data that will be displayed on the 13-2 Form. The percentage that each category is weighted depends on the BLD selection your evaluator made for your applicable situation.
- Rating: Overall score for each category (taken from the ratings in the aforementioned tables)
- Factor: Weighting percentage assigned to each category (may change according to BLD selection)
- Earned Points: Points calculated according to weighting
- Max Points: Total number of possible points (based on weighting)
- Total: Total evaluation points that translate to a Final Performance Rating (factors into 13-2 Form)
The Conversion to Performance Rating table illustrates the points ranges for each Performance Rating level and indicates (via blue highlighting) which Performance Rating you received based on your Earned Points.
Your Overall Performance Rating will also be displayed near the bottom of the page. The conversion of this rating to the Final Rating (as per PDE's specifications) will appear below it.
NOTE: A Needs Improvement performance rating is considered Satisfactory unless the employee received a Needs Improvement rating within the past four years from the same employer for work performed under the same certification area. In this case, the subsequent overall performance rating of Needs Improvement is considered Unsatisfactory.
To finalize the evaluation, click the SIGN button at the very bottom of the page. You must apply your digital signature prior to your evaluator.
Your digital signature will then be applied and dated.
