As the Superintendent, how can I reference my previous year's evaluation?

There are several ways to reference last years evaluation data.

In Step 1, you can populate your Goals with last year's Goals by clicking on the "Last Year's Annual Goals" button at the bottom of any new Goal:

You will receive a pop-up prompting you to select from last school year's Goals:

Next, in Step 2, anytime you see the following button filled in with solid navy blue, you can click on it to see the previous year's comments that you input:

From here, you can copy those comments if desired, and paste them into the current year's comments, by clicking this button:
